Chapter OneThe Founding

The Founding

Phase City wasn't built — it was forged. In the aftermath of San Andreas' economic collapse, a consortium of power brokers, underground kingpins, and visionary politicians carved out a new jurisdiction from the bones of Los Santos. They called it Phase City — a place where reinvention wasn't just possible, it was required. The old rules didn't apply here. The city operated under its own charter, its own law enforcement, its own economy.

The Three Pillars

Phase City runs on three pillars: Order, Commerce, and Shadow. Law enforcement maintains a tenuous grip — enforcing laws that bend but rarely break. Commerce flows through legitimate businesses. And then there's the Shadow — drug operations, weapons trafficking, underground racing circuits, and heist crews that operate with surgical precision. The city needs all three pillars to stand. Remove one, and everything collapses.

Sandy Shores remains lawless in spirit — a frontier where jurisdiction thins. Paleto Bay is quiet, almost too quiet — the kind of place where people go to disappear. Every district has its own rhythm, its own rules, its own legends.

Core Rules

The foundation of Phase City. Breaking these has consequences — warnings, bans, and faction removal. Know them before you connect.

🚫
No Metagaming

Using out-of-character information in-character is prohibited. What you know as a player, your character does not know. Stream sniping falls under this rule.

🔫
No RDM / VDM

Random Deathmatch and Vehicle Deathmatch are banned. Every violent action requires in-character justification and proper initiation. No murder for no reason.

New Life Rule (NLR)

Upon death you forget the circumstances of that death. You may not return to the area of your death for 15 minutes. You cannot seek revenge for your own death.

No Fail RP

Act realistically. Your character fears death, values their life, and behaves consistently with the world. Unrealistic actions (suicide cliffs, magic vehicles) are prohibited.

Respect In All Channels

Hate speech, harassment, slurs, and targeted abuse are zero-tolerance. Conflict is in-character. OOC disrespect has no place here regardless of what happened in a scene.

No Cop Baiting

Deliberately provoking law enforcement without realistic in-character motivation is prohibited. If you want a police chase, build a reason for it through actual RP first.

Warning Point System

Violations earn warning points. 5 points = 1-week ban. 10 points = 1-month ban. 20 points = permanent removal. Points expire after 90 days of clean play.

Gunplay Rules

Full verbal initiation required. No shooting from vehicles without prior initiation. Hostage scenes must follow the hostage RP standard. Surrendering must be honored.

Combat Logging

Logging out during an active RP scenario is strictly prohibited. If you must disconnect, /me and notify the other players. Staff can review disconnection logs.

Build a character with depth — backstory, motivations, flaws, and goals. Avoid stereotypes and one-dimensional archetypes. Your character should feel like a real person dropped into an extraordinary city.
